Unfortunately, the ROM would not work long in any emulator.
Battletoads is a genre-mix originally developed by British company Rare for the NES. It was also released for Mega Drive/Genesis, Game Gear, Amiga, Amiga CD32 and Game Boy. A PC version was worked on, but got cancelled. A port to the GBA was briefly in the works, but got allegedly cancelled after three weeks. This video shows footage from an early prototype.
