Different levels in the sea and the atmosphere are at different temperatures and in principle form the basis of a heat engine to extract energy. However, the pump work needed to move the working fluid is precisely equal to the difference in energy. Incorrect theories of temperature distribution (e.g. the 'greenhouse effect') predict such a system will work, and that is another reason why they are nonsense.
