On this windless late autumn afternoon in Perth, Western Australia, a gentle southerly is holding the froth from the oxygenation pipes beneath the Swan-Avon River in place, rather than flowing toward the city. Surface level effect only, of coarse, as the dissolved oxygen is well on its way downstream.
