The LICENSE plate shows an "EXEMPT" vehicle license plate attached to a private automobile.

As there has been a separation between the United States of America and the UNITED STATES (all caps) corporation. To be private, one must not be identified as a corporation.

The license plate identifies the vehicle as a "PRIVATE AUTOMOBILE" registered by a "NON-U.S. CITIZEN" category that is "not for hire" or “any sort of commercial transportation”.

Thus D.O.T. - Exempt

The DMV license plates are Public corporate identifier entities. You don’t own it, your corporation does... and it must follow the punitive statutory jurisdiction it’s in.

This plate is an affidavit under "The Republic for the Several States of the Union" with UCC references "UCC § 9-109 (1) UCC § 1-308".

UCC § 9-109 (1) refers to the vehicle being a security interest in being private personal property.

UCC § 1-308 refers to the legal component “Under Duress”, “without prejudice”, or “I reserve my Constitutional rights”.

This is necessary to place yourself out of the UCC jurisdiction.

Thus one becomes a "DIPLOMATIC TRAVELER". Much like a foreign nation’s ambassador is free from any prosecution, we are similarly free.

And finally, there is a fee schedule for any non-emergency traffic stop. A $10,000 a minute is a pretty hefty fine for any town, city or county.
