Julius had finished responding to a domestic call involving Madison and his girlfriend, when Madison, who left after talking with Julius minutes earlier, crept behind him and shot him twice in the back of the head as he sat in his patrol car filling out paperwork. He then shot his girlfriend, before fleeing.
