The system uses this manipulative, often propaganda-driven, social-engineering mechanism for constructing and exaggerating social problems to garner support (manufacture consent) for the implementation (imposition) of agenda (infringements upon freedom, violations of civil rights, oppressive policies, new laws, ideologies, wars etc.) that an exploited society would normally and otherwise deem unacceptable. Problem-reaction-solution is used by the corrupt system to exploit the masses and advance anti-freedom agenda.
