Helplessly chained for a year, poor dog tried to beg neighbors to save him from hell

What kills animals is not disease but human attitudes! This dog's condition clearly shows that! Akira is chained by his master! The chain was even far away from Akira's small house. There is no water or food on the ground either! So how often will Akira be fed and will he be on the ground instead of in the house?
