My take:
The rulers that ought not supposed to be are testing the waters, one preacher at a time, maybe 2 next time. Gradually testing and probing the reactions of the public. When the public reaction is weak, they know they can take leaps and bounds. If they went after all the preachers at once they would flip their boat. Its called shock testing, in their words. Their dipping their toes in the water to see how hot or cold it is. This is also to send a message of fear, those fearful will run and hide and submit, until their time inevitably comes. So thats the wrong action and the outcome is predictable. They want us to fear and hide, we need to stand up together, push back, and show no fear. And when we do it in large numbers. Thats when they fear.
