Address your mail as follows:
Write the following somewhere on your letter...

First Class Non Domestic
bk.12 Statutes At Large
Chapter 71 section 23
37th. Congress Session 111

In both the "return" and "to" address, write the address as following:

Full Name
c/o Full Street Address (Do not abbreviate street, drive or boulevard etc)
Spell Full City Name, Spell Entire State (Do not use abbreviated two letter state)
Then write "ZIP EXEMPT" (Do not use a zip code at all)
