4 month old puppy kept trying to escape his heartless owner, but the ending was tearful

At 4 months old, the puppy was carelessly abandoned by his owner!

The rescue team was contacted by a resident about this dog's condition!

He is a small dog only a few months old. And as you can see, the owner or someone has him chained here.
