They are megalomaniacs. They want total control so they can keep their good times rolling because they know it’s an absolute certainty and proven by history that when the populace rises up, those in power are the losers. As in “heads on a stick in the town square”. They know they have the game rigged and their greatest fear is that the populace will figure it out and come after them. Total control is their only weapon.
