World peace through World trade
First envisioned as a private enterprise, David Rockefeller (!) realized he would need public funding and "cooperation" (a euphemism for expropriation) to complete his dream of a revitalized downtown Manhattan. Although many were reluctant within the agency, executive director Austin Tobin saw an opportunity to expand its influence and prestige by entering into the real estate market. The massive project would also serve to facilitate commerce and foster employment - key mandates behind the agencies purpose. Thus they became involved and oversaw the World Trade Center complex.
