Nor'easter 4.0 rolls along the US and Canadian East coasts, the media names it Winter Storm Toby, but neglects to say 4th of this type of storm in 2018. This will leave record snows along the east coast with 12-18 inches in NYC. Cherry blossoms are delayed by 10 das due to cold and the European superfreeze 2.0 brings heavy snows to Spain and France.
